Does Eircom have to give me a phone line?

As part of the Universal Service Obligation, Eircom is required to meet every reasonable request for a phone line.   Where this is not immediately possible or where there is a delay, eircom should explain the situation to you.   There is a dispute process within Eircom deal with any issues that arise if you are not happy with this explanation.
