Tips for Internet (Data) Roaming: 

Contact your mobile operator’s customer care department prior to travelling to check data roaming charges in the country you are travelling to.

While roaming in the EU you can contact your mobile operator free of charge on the following numbers to verify the price of using your mobile while abroad

If you frequently use the internet while roaming check with your mobile operator to see if you can avail of a daily or monthly data roaming package (this could save you money and avoid bill shock)

More transparency of roaming charges for consumers :

You will receive an SMS, pop-up window etc when you cross borders within the EU and outside the EU to inform you of the price you are expected to pay for making and receiving calls, for sending an SMS and for using mobile internet. A freephone number for your operator where you can request additional information must be provided also and the 112 emergency access number must also be provided in the EU message.

Measures to counter data roaming bill shocks: as of 1 July 2012, travellers' data-roaming limit will be automatically set at €61.50 also when they travel outside the EU (unless they have chosen another limit – higher or lower or have opted-out of receiving the alert). The data-roaming limit within the EU has been in place since 1 July 2009.

Service providers shall inform their customers of the risk of automatic and uncontrolled data roaming connection and download. Service providers must provide information to their customers on how to switch off these automatic data roaming connections in order to avoid uncontrolled consumption of data roaming services.

 
Be clear you understand how your operator displays data roaming prices. In general data roaming prices are displayed per Megabyte (MB) but sometimes prices are displayed per Kilobyte (KB). One Megabyte is equal to 1024 Kilobytes. For example if your operator displays their data roaming prices per Kilobyte and the cost is €0.01, then a Megabyte of data would cost you €10.24 (your operator should be able to advise as to approximately how much usage you should be able to expect for 1 Megabyte of data).
