ComReg also has a statutory function to manage the radio frequency spectrum.  For this function, ComReg has prepared a plan entitled - "PDF DownloadStrategic Management of the Radio Spectrum in Ireland" (PDF Download, 106Kb), which details ComReg's objectives and how changes will be made in different parts of the frequency band for different services.

This is done to ensure that Ireland has the necessary framework in place to maximise the benefits of radio spectrum usage, ensure interference free operation and that users gain maximum benefit from the availability of new services.

Normally a licence is required for certain parts of the spectrum.  The licence sets out the operating conditions.  Parts of the spectrum can be used for specific purposes wihtout a licence but is subject to conditions.  This is where the risk of hamrful interference is minimal.
