Postcodes
The Universal Postal Union (UPU) describes the Postcode as the fundamental, essential element of an address, and a unique, universal identifier, which unambiguously identifies the addressee's locality and assists in the transmission and sorting of mail items. At present, 117 UPU (Universal Postal Union) member countries
use Postcodes as part of their addressing systems. Ireland is the only country in the European Union without a system of postcodes and indeed one of the few in the developed world. ComReg held a Postcode Symposium on 24 November 2003. All the documentation relating to the Symposium is as follows and can be downloaded from the ComReg website as follows:

ComReg published its Postcodes Report in January 2005. The report recommended that a detailed feasibility study be undertaken in relation to the introduction on postcodes. The report proposed the establishment of a representative Working Group. See ComReg 05/07 Report Postcodes - January 2005
.
ComReg was involved as part of the team appointed by the Minister for Communications Marine and Natural Resources to undertake a project on postcodes.
As the final report was presented to the Department for Communications Marine and Natural Resources (DCMNR) in July 2006, all queries in relation to postcodes are now being handled by Department for Communications, Energy and Natural Resources (DCENR) Press Office.
The DCENR’s Press Office contact details can be found on the DCENR website: http://www.dcmnr.gov.ie/Corporate+Units/Virtual+Press+Room/Contact+and+About+Us/
